Logistics activities account for a very large proportion of the costs involved in a disaster relief operation. Logisticians explore ways of minimising costs while maximising the impact of aid in order to ensure effective humanitarian response. This course aims to help you develop the competencies needed to manage field logistics in a humanitarian context.

Field Logistics in Emergencies is a highly participatory course, with group exercises and theory based sessions. You will experience what it is like to be at the centre of an emergency response in a challenging simulation which will test your knowledge and understanding of what a Field Logistician does.
This RedR course has been approved by the Chartered Institute of Logistics & Transport (CILT) and the HELP Forum. It will be run at the Medecins Sans Frontiers training space in Brussels, allowing for additional hands-on activities and learning opportunities.

Who should attend?

The course is appropriate for: potential or new field logisticians and experienced humanitarian staff interested in gaining a deeper knowledge of logistics ‘on the ground’; individuals in commercial or private sector logistics roles interested in transitioning to a humanitarian role; generalist aid workers who want to transition into a logistical role; managers or staff from other areas in humanitarian response, such as finance, technical work, or programme management, whose work brings them into contact with logistics and want to better understand it.

People who are new to the humanitarian or logistics sectors are welcome to attend the course, but some theoretical humanitarian knowledge is presumed. Practical humanitarian experience is not required for the course.

Providing access to safe water and sanitation is a fundamental human right and is essential to any humanitarian response. Water and sanitation programming, alongside hygiene promotion, is key to reducing deaths from water-related diseases in emergency contexts. This highly participatory course, with group exercises and theory based sessions, provides an overview of WASH in emergencies, identifying key issues and training participants on key technical skills.

By the end of the course you will be able to:

  • Describe the role of WASH within the wider emergency response context

  • List the minimum global and institutional standards for WASH

  • Identify and evaluate potential emergency water supply sources

  • Conduct tests to determine the quality of water and be able to describe or demonstrate both bulk and household level water treatment techniques

Iraq: First Aid Training for Humanitarian Field Staff

A major challenge for humanitarian workers is the question of what to do in life-threatening situations relating to a range of medical emergencies. Immediate and effective emergency treatment is a life-saving measure, especially in remote areas and high-risk environments where professional medical care is delayed or not available. Field workers must be able to recognize injuries, trauma, and various medical situations in the field. From that initial assessment, they must be able to respond based on specific protocols and the use of medical products. And yet life-saving first aid is not just for field personnel, but for every individual who wants to be prepared in the worst of times, wherever that may be.

This course aims to train individuals on the capability to carry out life-saving emergency first aid when they are the first on scene, and when there is no immediate help available. They will learn the procedures that preserve life, prevent deterioration, and promote recovery, until they can hand over the injured person to emergency medical professionals.

This training is taught by NUCO instructors who are also TQUK-certified (Training Qualifications UK). They are experienced field medics, serving as volunteers for civilian care in Mosul, Kirkuk, and other frontline areas during military operations. Not only is their certification governed by international regulatory bodies, they are also certified in Tactical Combat Casualty Care from the US, German, and Philippine armies.

Topics include:

  • The role of the first aider in pre-hospital first aid and trauma care
  • Point-of-injury care
  • Basic Life Support (BLS) in the field
  • Assessment method for the unresponsive casualty
  • Catastrophic Bleeding
  • Sucking chest wound, tension pneumothorax, penetrating wounds to the chest
  • CPR
  • Respiratory problems
  • Bandaging (various types)
  • Managing shock
  • Explosion, burns, and trauma injuries
  • Minor head injuries
  • Bone injuries
  • Carrying techniques

This course provides original insights and knowledge on cash transfer programming in humanitarian
settings. Participants can independently select the one-day or the four-day course, they can also
choose to stay for the whole week. The one-day Cash ABC offers knowledge, skills and reliable
practitioner insights on Cash Based Assistance (CBA) across the project cycle. The four-day training is
organised per theme to offer a comprehensive understanding of the more debated topics on CBA at
the moment.
The course is interactive (i.e. minimum slide show presentation), drawing on participants’ experiences
and knowledge. Time will be dedicated to address practical challenges that participants may have
faced in their current positions. This course is delivered in English.

Course objectives:

By the end of the Cash ABC training participants will be able to:

  • Explain the different CBA related concepts and terminologies;
  • Identify the key steps for the design, implementation and monitoring of CBA;
  • Attribute roles and responsibilities at project level for the effective implementation of CBA.

By the end of the Advanced Cash training, participants will be able to:

  • Explain clearly and simply the linkages between market and cash based programming;
  • Discuss the state of CBA related evidence;
  • Identify key points of attention when the use of Multi-Purpose Grants is considered;
  • Set up a cash in/cash out process as well as a fruitful collaboration with service providers;
  • Calculate CBA transfer value and use Minimum Expenditure Basket;
  • Decide on relevant output, outcomes and impact indicators when CBA is used and set up an effective data collection mechanism;
  • Identify the main existing cash coordination schemes as well as the global stakes of CBA coordination;
  • Explain how social protection schemes can be used to support humanitarian delivery.

Your trainer:

Helene Juillard has over a decade’s experience in evaluating, researching and managing emergency and early recovery responses. She has both a cash and market-based programming, as well as capacity strengthening, expertise. She has led and supported several cash based programmes in the field, from Bangladesh to Ethiopia. Helene authored the Minimum Standard for Market Analysis, the Pre- Crisis Market Analysis along with Cash guidance for UNDP, CARE, DCA and Oxfam. Helene is a CaLP member and the former chair of the CaLP Market Working Group.

Who should attend?

Humanitarian practitioners with an interest in cash-based assistance alongside previous experience in emergency response design, implementation and monitoring. The course is relevant across sectors, functions and seniority levels.

Course structure:

Training will run from 9 am to 5 pm each day. Each day is organised in four blocks, separated by a lunch break, and coffee breaks in the morning and afternoon. From the second day onwards, each day begins with a review of the topics covered the day before to ensure that the concepts, tools, and approaches are fully understood. Each day ends with a period of reflection, evaluation, and questions.

Participants will be actively encouraged to take part in classroom discussions and group work. The trainers will draw on both theoretical and practical knowledge in order to make the experience and learning applicable

DAY 2: What? – Evidence, market and monitoring – getting the “complexity” out of the way

  • Starting with the end: CBA monitoring or how to monitor a multi sectoral tool in an outcome driven sector

DAY 3- Multi-purpose grants (MPG) and calculating the transfer value

  • How do MPG differ from other types of CBA? When are they appropriate?
  • How to calculate the transfer value for sectoral and multi sectoral grants?
  • Should I use a MEB or something else?

DAY 4- Service providers and cash in/cash out

  • The service providers: the financial ones, the ones for mobile data collection, for data analysis and for CBA specifically.
  • How to select the good ones and have successful relationships?
  • Cash in/cash out: concretely how does it work?

DAY 5 - The bigger picture

ABOUT THE COURSE

Those affected by disaster or conflict have a right to assistance with dignity. By sector-wide consensus, one of the key ways to achieve this is by keeping the final beneficiaries at the CORE of our work.

This is, however, only possible when humanitarian aid agencies are cognizant of the fact that humanitarian work does not occur in a vacuum, but that there are principles and guidelines that ensure a globally accepted way of supporting while at the same time ensuring the responses are led by information, participation, and accountability by both agencies and beneficiaries.

This course highlights the roles, responsibilities, and commitments of the humanitarian actors responding to emergencies. The CHS is a voluntary standard which resulted from a collaboration between several agencies and is now an accepted and widely-utilize tool to improve accountability and transparency in humanitarian response.

This course is two days and will provide a comprehensive understanding of the CHS and its practical applications. It will also explore challenges to use and enable participants to develop the capacity of their organizations to implement the CHS.

COURSE OBJECTIVES

  • List the nine commitments of the Core Humanitarian Standard and explain how each contributes to the delivery of a quality humanitarian response
  • Give examples of good practice drawn from their own experience, from other participants and more widely from the sector

Hostage US will hold a daylong seminar in New York focusing on how organizations can effectively respond to kidnapping through family support and hostage reintegration.

Lisa Monaco, former Assistant to President Obama for Homeland Security and Counterterrorism, will be the keynote speaker and will offer reflections on handling hostage cases from within the government and key take-aways from her experience.

Jason Rezaian was imprisoned in Iran for 544 days and released in January 2016. Now a columnist with The Washington Post, he is a leading expert on Iran and the issues that face the country and region. Jason will share his personal experiences of detention and rebuilding his life after his release. Drawing on this and his extensive knowledge of Iran, he will also discuss the current situation in Iran and the wider region and what this means for the hostages who remain.

The seminar will answer key questions facing those responsible for kidnap response with organizations from security, legal, HR and communications disciplines:

  • What are my organizational and individual responsibilities and legal liabilities in relation to kidnapping?
  • How can my organization partner with the US Government in the event of the kidnapping of a member of staff or contractor?
  • What does it feel like to experience a kidnapping first hand both as a family member and a hostage?
  • How can my organization assist families in handling the psychological, legal and practical challenges during a kidnapping?

Jordan: Course on Cash-Based Interventions 2018 (blended)

Providing refugees with cash enables them to fulfil their needs in a dignified manner and contributes to the local economy. Cash-based intervention helps providing protection, assistance and services to the most vulnerable. Cash and vouchers help the displaced meet a variety of needs, including access to food, water, healthcare, shelter, that allow them to build and support livelihoods, and to facilitate voluntary repatriation.

Public
The course is designed for humanitarian practitioners with limited or no experience of cash-based programming. Its objective is to strengthen programming approaches using cash and improve understanding on why and how cash is used. The course is covering issues around assessment and analysis. Training for planning, designing and monitoring a cash transfer project, and addresses common concerns related to the use of cash.

Trainers
Trainers are professionals who have worked for many years in Action against Hunger and other organisations implementing Cash Transfer Programs in the field.

Duration
The 2018 edition of the training will take place between 17 September and 30 November, with face-to-face sessions in Madrid (5-8 November) and Amman (19-22 November)*.

Programme
The training has blended methodology (online and face to face training in Madrid and Amman)

  • Module 1 - Online (18 September - 1 October)

Objective: To provide a global vision of cash transfers programming. What, when and why cash transfer? Guiding participants to understand the rationale, principles and risks associated with specifically cash transfer programmes as opposed to more traditional programmes.

  • Module 2 – Online (4 October - 5 November)

Objective: The aim of this module is to raise awareness of the issues associated with cash transfer programmes and build knowledge of managers who will be responsible for running cash transfer programmes.

  • Module 3 – Madrid (5-8 November) or Amman (19-22 November)

Objective: Strengthen the capacity in cash transfer programme design and implementation. This module follows the project cycle and addresses the challenges and tools to be put in place at each step of the cash transfer process.

Candidates should fill in the registration form which will be open between July 21 and September 5. A letter of motivation and CV is required at the moment of registration.

The VEPT (Violent Environment Preparedness Training) is a UK-certified security training with first aid component. Strengthening personal security in non-permissive environments is the primary aim of the VEPT. This 2-day intensive training provides exposure to understanding, adapting, and tackling the challenges of the operational environment, thereby building staff resilience and enabling successful completion of their mission, while ensuring their safety and welfare. This course serves NGO requirements because the VEPT is:

  • Certified in the UK by the Institute of Training and Occupational Learning (ITOL). The First Aid component is certified by NUCO Training Center UK.
  • Endorsed by the Centre for Education and Research on Humanitarian Action (CERAH), a joint center of the University of Geneva and The Graduate Institute, Switzerland. Portions of the VEPT are included in CERAH’s Certificate of Advanced Studies program.
  • Meets the needs and requirements of humanitarian personnel who are already operating in the crisis area. Context-specific, enriched by field experiences of its instructors, course developers, and role-players, thereby tailored to the context of Iraq.
  • Abides by humanitarian principles and developmental aid guidelines, as it was conceived and developed by humanitarians.
  • Enables organizations to comply with the Minimum Operating Standards of Security (MOSS) that help prevent injury and loss of life, perform duty of care to staff, prevent litigation and reputation damage, and above all, meets the ethical and moral standards expected of an aid agency or NGO.
  • Helps fund the Psychosocial Support Center for Women and Children in West Mosul, and also frontline medical response from our volunteers.

The overall objective of the Hazardous Environment Awareness Training (HEAT) course is to prepare participants to understand and react to safety and security incidents in hostile or hazardous environments.

The course is designed for participants with a wide range of backgrounds and occupations, and with hostile environment experience ranging from none to significant. Participants will be trained to recognize and mitigate potential threats and respond appropriately to various safety and security incidents. During the HEAT course you will learn techniques on how to "take control of chaos" through classroom sessions and practical exercises. The training courses are based on our experiences and knowledge of managing an international humanitarian organization with over 4500 employees working in 35 countries around the world.

Pre-screening of training needs, close mentoring and follow-up with every participant ensures that he/she is able to understand and react appropriately to risks and security threats.

Safety and security training of the Danish Refugee Council focus on how to stay and operate, rather than on how and when to leave. Proactive and non-aggressive measures form the basis of the Danish Refugee Council’s approach to safety and security, and thus the HEAT training.
